Declan Mackin has over 15 years experience of providing management consulting services to private and public sector clients in Ireland and the UK.

  • His areas of expertise include:
  • Public policy/programme evaluation
  • Project appraisal, including economic appraisal, feasibility studies and economic impact assessment
  • Social and economic research
  • Development of strategies for organisational and area-based development

Declan has also provided a wide range of training and mentoring services to clients within the private, public and community/voluntary sectors. These have involved the areas of marketing, strategy and business plan development.

Consultancy projects

Examples of his previous assignments include:

  • Development of an Outline Business Case for a£110 million investment in Regional Sports Stadia in Northern Ireland (2010);
  • Review of Northern Ireland’s Childcare Policy and Economic Appraisal of Options for a future NI Childcare Strategy (2010);
  • Development of Business Plan to guide the development and operation of a £16.5m capital investment in the arts in Belfast – the Metropolitan Arts Centre (2009);
  • Evaluation of the impact of the Northern Ireland eGovernment Fund (2009);
  • Evaluation of the impacts of the €183m EU funded Northern Ireland/Ireland INTERREG IIIA Programme (2008);
  • Evaluation of the £26 million ‘Local Economic Development’ Measure of the Building Sustainable Prosperity Programme in Northern Ireland (2008);
  • On behalf of the Department of Employment and Learning and Forfas,  production of an All Island Statement of Skills Demand (2008);
  • Evaluating the economic impact of the Northern Ireland Air Route Development Fund (2007);
  • Evaluation of the impacts of the €700m EU funded “Special Support Programme for Peace and Reconciliation in Northern Ireland/Ireland” (2007).

Before joining FGS, Declan spent six years within Deloitte’s public sector consulting division, gaining extensive experience of economic and strategy consulting services.

Declan has an MBA, and is a Member of the Institution of Economic Development (Great Britain), a Member of the Chartered Institute of Marketing and a Chartered Marketer.
